It is a new event, so those that are legitimate have classic ribbons, and Pokemon doesn't allow non-legits, so ones without the classic ribbon aren't allowed in either. (Classic Ribbon keeps that Pokemon off the GTS as well as Wi-fi battles.)
Go yo your PC Click ball capsules click the one you want the Pokemon off then click remove Hope this helps :)

Pokemon do not have a fixed location. They exist only when wandering through routes. You can go to www.serebii.net and search for the pokemon you wish to find in the bar on the top right corner. The entry will tell you where to find the pokemon.
Pull it off then use Lift-Off to remove any sticky stuff
You can get some for Shadows of Almia off of pokemonranger.com
