Is there a way to get Charmander in the wild in Pokemon fire red without the action replay?
No, there isn't you only get one starter per game. Here's what I did:
I went to a store and bought a cheap used Game Boy, a Pokemon game, and a link cable. Then I started the new game and traded over the Pokemon with my self since I have a link cable. It's actually fairly cheap if you find a good deal. The gameboy+cable will be around $10. Game will be more expensive though. Lol.

Charmander is not in Pokemon Pearl. The only way you can get Charmander is by getting the national dex and migrating it from Pokemon Fire Red/Leaf Green and going to the Pal Park to catch it.
