The Sims 3 Seasons Trailer doesn't indicate that there will be a new town, so I'm not exactly sure. HOWEVER, I watched the Trailer (on YouTube), quite a few times and noticed that the clips and scenes shown in the video look like Sunset Valley, minus a couple differences. The whole layout of the town looks exactly like Sunset Valley, but the houses are different.
Maybe the Sims creators just edited Sunset Valley and added a few things.
Regardless, I'm positive that the Sims 3 Seasons expansion pack will be lots of fun even if it doesn't come with a new town! Hope this helped a little. :)
