Not exactly , but you can use a testing cheat to get maximum skills on the sims 2.
CTRL+SHIFT+C and then type in boolprop testingcheatsenabled true
Make sure you do this when your in the neighbourhood view , then go into a household and drag the skills across until it meets the end.You can also drag relationship meters and interests as well and do many things with this cheat.
WARNING: This cheat is known to mess up games if used too much
