You type in boolprop testingcheatsenabledtrue (exactly how it is up there) and if u want to turn it off then tyoe the same thing but instead of true write false. after that hold down shift on the keyboard, and click the sim (i think it's right click, but try left clicking anyways) you'll see all sorts of random stuff there and then click the button that says spawn... you'll then look for the sim modder object. A baby should appear that is standing, and you click on it...look for max skills and there you go! (just pick for another sim, yourself, or all and then pick one skill and maximize it..or you could just click maximize all skills ;)
Just use the boolprop cheat in the neighborhood and go to your skills and just click and drag on them.

No sorry there is no motive cheat on the sims pets. Edit: There is none for Sims Pets, but there is one for Sims 2 Pets. It is 'maxMotives', also type in 'help' in the Sims 2. That will give you a large list of cheats. Note: Must be in Sims 2, or it will not work.

There isn't a max motives cheat for Sims 1, you just have to work hard on keeping all of their needs up.

No, but theirs a cheat to max all motives..... which make ur sim not hungrey, sleppy, or uncomfortable. Heres how you enter the cheat.... you press star, go to relationships, den enter the code.
To use the he max motives cheat, bring up the cheat box by using ctrl + shift + c and time in max motives (no spaces other wise it won't work).
erm i dunno if you can but you definitely can max out all skills, interests, relationships, aspiration and fitness :) hope this helps
