Heres how:
Step one. Go to the neighborhood (yes you MUST be at neighborhood in order for this to work)
Step two. Press Ctrl + Shift + C at the same time
Step Three. A white box should appear, If not Try again. In that white box type in "Boolprop testingcheatsenabled on" (not in quotations)
Step four. Go back to the family and go to the Skills bar & just drag them up
You can also do this with your needs, Personality and many more
"boolprop testingcheatsenabled on" Can do much more than that
If you shift click on your sim & click spawn, more sim modder (nightlife needed) a baby will pop up & you can change your sims:
.Aspiration
.Age
.Relationships
. Needs
and much more

1. "motherlode" What it does- Gives you 50,000 Simoleans
2. "familyfunds (family's last name NOT IN PARANTHASES) 9,999,999

There is a cheat to raise the motives of all sims, including pets. If you know how to control the pets, and you can see my message board if you don't, I have all the cheats I know of, put in that cheat. You then need to open the cheats bar and enter, EXACTLY, maxmotives. That will max everyone's motives including your pets. Hope this helped.

If you are talking about the sims 2 for the pc, then you can press ctrl alt shift at the same time to bring up the cheat window. Afterwards you can type in maxmotives and then press enter!
