bit of a vague question.. But if it has set sail that means you obtained what you needed from the seasick captain being the HM cut, once it's gone its gone.
your starter Pokemon
HM's are also called Hidden Machines these are the same as TM's (Technical Machines) they teach a move to your Pokemon only they can be used multiple times not only that but your Pokemon cannot forget these moves unless you take them to the move deleter. HM's are given out by important characters in the game its your job to locate them and help them out if needed to receive these HM's, although one HM is found in a cave.
You can only get to Islands 8 and 9 in Pokémon FireRed through the use of cheating devices or through events which will give out the tickets which are needed to access the Islands however the events are no longer available.
it had disapeared for some reason i geuss cause i checked and there was no route 23 between route 22 and indigo plateau. I know, I wish that they kept it, my Pokemon needed to prepare slightly more for the battle against Red, although they did win. But it is weird that they got rid of an entire route isn't it?

The Altering Cave in Pokémon Firered has an interesting gimmick that involved using the mystery gift event feature to change the zubats in the cave into different Pokémon from Gold and Silver. Sadly, no country outside of Japan ever held the events needed to change the zubats so it became a Japanese-only feature.
