you cant evolve rhydon in fire red because the "protector" wasn't incorperated into the games until diamond/pearl
It's pretty good, but you should really get Fire Type Pokemon, because they will have the same type attack bonus, so they will do +50% damage with Fire Attacks. Also, You should try removing Rhydon and trying Diglett (it's much faster than Rhydon). Remove Butterfree too and Get Psychic or Ghost Pokemon. They will be valuable when you go into the Pokemon League.

General speaking, using Arcanine does not give you an advantage in beating Snorlax. Arcanine is a Fire Type Pokemon while Snorlax is a Normal Type Pokemon and Normal Type Pokemon do not receive any extra damage from Fire Type Pokemon. It is recommended that you use Fight Type Pokemon to fight Snorlax as Normal Type Pokemon receive 2x damage from Fight Type Pokemon.

Red's Pokemon party includes Pikachu, Venusaur, Charizard, Blastoise, Lapras and Snorlax. For Pikachu using a Ground-type such as Golem or Rhydon would be the best option since Electric attacks cannot hit Ground-types, a Fire-type such as Charmeleon or Blaziken would be the best option for Venusaur, a Water Pokemon such as Starmie or Feraligator would be good options for Charizard, an Electric Pokemon such as Pikachu, Raichu or Jolteon would be good for Blastoise, an Electric Pokemon would also be good for Lapras and a Fighting Pokemon such as Machop, Machoke or even Machamp would be a good option for Snorlax.
