You have to meet it in the wild by chance, and then track it with your pokenav. It will flee the battle unless you use mean look or block, and if it escapes, it will go to a different location. In the Ruby and Sapphire generation, Latios is only in Pokemon Ruby. After beating the Elite 4, you will end up back in your house. Watch the TV to learn of a blue Pokemon being spotted in Hoen. Now, you must meet Latios in the grass. He can appear anywhere in Hoen, except for buildings, cities, and caves. Once you meet him, he will flee. You must track him down with the Pokedex afterwards. The easiest way to track him with the the Pokedex is to go to a city that has an adjacent route to it. (Sunnyshore city is the best choice). Walk between the route and the city until you and Latios are in the same place. Latios will be very common in the route that he's in. Once you encounter him, you can either use the Master Ball (If you haven't used it already; although frankly you should leave it for Latios), or use a Pokemon with high speed, and a debilitating attack (Such as sleep or paralysis). Should Latios run, don't fret; he retains the damage he receives. Once his health is low enough, when you encounter him, you can just chuck poke balls at him until you catch him. Personally, I would catch a Wobbufet in the Safari Zone to use against Latios. It's ability keeps Latios from escaping, and it's a pretty good tank; it should be able to handle most damage that Latios deals out. In Emerald, it's a little different. After beating the Elite 4, you watch the TV again; however, this time, your mother asks you what color the Pokmeon was. If you want Latios, choose blue. If you want Latias, choose red. Other than that, the steps are basically the same. In FireRed and Leafgreen, you must get the National Dex first (You get this after beating the Elite 4, and catching a certain number of Pokemon (I think at least, I can't really remember)), and then trading it from Ruby/Emerald to those games. In Diamond and Pearl, you get Latios by beating the Elite 4, and activating Pal Park. Then, you insert the Ruby/Emerald cartridge onto the bottom of the DS, and in the menu for Diamond and Pearl it should say something like, "Import Pokemon" or something like that. If Latios is in your box, choose him, and 5 other Pokemon (You MUST import 6 Pokemon), and head into the Park. There you will find him, and you just chuck a Park ball at him. The balls have a 100% catch rate, so you won't have to worry about battling him. And that's all there is to it really.
Here is the easiest way to find latios and latias in emerald: If you have a ruby and sapphire game with latias and latios in it trade them to emerald then use the pokedex to track it down, if you don't have those games you can do what i did and go to mauville city and go to the route on your left and stay in the grass until you know for sure there not there, then go to the route to the right of mauville city and keep going back forth until you find latios and latias, now you need a wobuffet (or anything with arena trap or shadow tag) out first in your party and when you do find latias or latios weaken it until its at red hp now use loads of ultra balls to get it.. Or use the masterball as soon as you find one of them but you WILL have to get one of them the hard way unless you win the lottery in the lilycove dept store, when you get the grand prize its a masterball then you can use that on the other lati you didn't get.
