Cyndaquil and all other pre-fourth generation starters are unavailable in Pokemon pearl and diamond. You must transfer it from Pokemon Emerald. If you do not have Emerald, sign up on a Pokemon trading forum and find someone who is willing to trade you one.
All Pokemon from Kanto, Johto, and Hoenn can be obtained in Emerald. Susrskit, Masquerain, Meditite, Medicham, Roselia, Zangoose, and Lunatone must be traded from Ruby or Sapphire. Other Pokemon like all of the starters must also be traded over.

When you have completed the Hoenn Pokedex in Pokemon Emerald you can pick up one of the Johto Starter Pokemon from Professor Birch. You only get to choose one of them and to get the others you must trade with other players or copies of Emerald that picked the other starters.
Get a ruby,sapphire, or second emerald get the masterball in that one and trade it over with your second game starter and do it again this gets you masterballs and the other starters
blaziken. it's the fire starter for emerald, ruby, and saphire. Charizard, and Typhlosion are the other fire starters.
Yes there are plenty of kanto and mostly johto Pokemon you can find in emerald most of them can be hunted down in the safari zone.

actually you can get the three starters in silver and gold by puttng your starter in the PC saving and turn it off while its saving then youll atomaticaly restart the game but this time choose a diffrent starter. the other starter will still be in the PC so now youll have 2 starters just repeat to get the third. I have done this
