You may be making a mistake, because you trade the same way you do in Diamond and Pearl- through the Union Room upstairs or the GTS. Are you trading National-Dex Pokemon with a person who does not have the National Dex? If you're at the GTS, are you trading a Pokemon that fits the criteria? You may want to check which Pokemon you're trading to make sure that you can trade it.
