Atually it is illeagle...but if you meen moding xbox games then no...not at all. but if you meen flashing you xbox or installing a mod chip then yes...it is illeagle....even though no one really cares.local police officers proably dont even know about the law and the us is the only place with the stupid law...but keep in mind you still can be caught and it is illeagle.it violates some copyright made in 1998
