Not really. Roselia is pretty fragile a Pokemon and better used for all out attacking, or at least boosting up some stats and then attacking.
Ingrain is better used on bulkier, more defensive grass types, and even among them you can use Leftovers to the same effect, without wasting a turn/being unable to switch out (which Ingrain does).
