no because the jolteon can only be obtained when you get the national pokedex and beat the elite four and you must have a thunder stone so you can tell it takes a lot to get jolteon but for ampharos all you need to do is beat the elite four and catch mareep and then evolve it so i hope this answers your question!! your welcome
It is actually pretty easy to get a jolteon you do not need to beat the elite 4 to get on and a jolteon is a very fast Pokemon it doesnt learn very many electric type moves on its own but you can teach it on using a TM
