Zoroark is only obtainable when you have moved one of the three legendary dogs, Suicune, Entei, or Raikou onto your Pokemon Black/White Version. Once you obtain one of them, take them to Lostlorn Forest. An action with a character will take place and another legendary dog pokemon will appear. When you battle them though, you will find out that it is in fact Zoroark. Other than cheat codes or other forms of hacking the game, this is the only way to get Zoroark.
