Sega merged with I think either Sony of Nintendo a while ago.
The reason why Sega stopped making consoles is that the sales were sluggish, especially the Sega Saturn (which was why the Dreamcast was brought to America), and the Dreamcast as well. Also, the console wars, ironically, the Dreamcast won... AT LEAST for its time.
The first video game console made by Sega was the SG-1000, but it was only released in Japan (and Australia). The first game console by Sega to be released in North America was the Sega Master System
The Saturn console. (btw the final console was Dreamcast)
Sega doesn't hate Nintendo, but, in the 80s-90s, they did have a little rivalry, and people have to choose between which console to buy, Nintendo's console, or Sega's console. Now, Nintendo has let Sega use Mario and many other Mario characters in a few different Mario and Sonic Olympic crossovers.
If your talking about SEGA games, no they are not releasing a new console

It was a console released by SEGA in 1989 and the first console to have Sonic the Hedgehog on it. I own one myself!
Sega Mega drive
The Dreamcast was Sega's final console; its 2001 discontinuation ended the company's eighteen years in the console market. An internal Sega team led by Hideki Sato began developing the Dreamcast in 1997.

Because Sega is mainly focused on Sonic. Because they don't have a new official console of their very own, they won't be able to do much about it.
