You see it in solacoeon.A,To get past them you have to obtain the National Pokedex. You get it by seeing all 150 Pokemon in Sinnoh. first complete the sinnoth pokedex by seeing all Pokemon in sinnoth(manaphy is not needed) maybe you are missing drimfloon which you find at valley windworks then go to profesor oak`s lab and talk to him after that he will give you the national dex and then those loosers won`t be there anymore.
