Yes you can buy the Focus Blast TM move in Pokémon Platinum.
The strongest is Focus Punch with 150 power, but is not a good move unless you are behind a Substitute.
blast burn by far
Aipom is a Fighting type Pokemon. It does not learn the powerful move Focus Punch naturally, but it can learn it by TM at any level.
The Blast burn TM i am not sure if they even made a TM but if you have a charizard in Pokemon firered or leafgreen go to the woman at one two or maybe three island its cape brink is where she is learn blast burn from her and trade charizard to your Pokemon emerald. There is no blast burn TM in generation III as far as I am aware of, but I do not believe that there is any way to get blast burn, frenzy plant, or hydro cannon in emerald. Sorry. (unless of course you get it in firered/leafgreen, and trade it over) ~zeusfireair [I'm pretty sure that the move tutor for those three moves is on two island]

You have to go to the Pokemon move house in Blackthorn City and go to the ultimate move tutor
Your moves are very good. But for focus punch instead you can put focus blast. Instead of flare blitz you can put blast burn or a non fire or fighting type move.
Fire Blast?
Never because that move doesn't exist in emerald.
You can find TM38 - fire blast at Lake Verity. You have to surf to the other end of the lake, and it is in the grass.
Charizard does not get fire blast in Pokemon red, his last move he gets is fire spin on level 55, the only way that i know of to get fire blast is by defeating the gym leader, Blaine on Cinnibar Island.
there's a man in a house around route 13 who says "do you want me to teach your starter Pokemon a secret move" then chose emboar [if you have him] and he learns blast burn
Hate to say this man, but all of them could easily be destroyed by Empoleon < Focus Blast = 2x Yanmega < Rock Throw = 4x !!! Magmortar < Rock Throw = 2x Rhyperior < Focus Blast = 2x Snorlax < Focus Blast = 2x Staraptoe < Rock Throw = 2x I would suggest getting rid of Yanmega and using an electric Pokemon to balance your team a bit more. And for flying types, choose skarmory, little more ugly but, only 2 weaknesses, Fire and Electric and if you TUTOR (by going to the move tutor, duh) it mudslap, it can strike back against electric Pokemon. A bit weak but the only legit move. However it can learn plenty of powerful rock moves.
I would chose dream eater because hypnosis causes the opposing Pokemon to fall asleep,(But you probably knew that.) But, if you want a more powerful move I think focus blast is more powerful. I can't be sure though, I don't have my Nintendo DSI XL with me right now. I should mention that dream eater restores HP.:)
