Only members can use construction to make a house on runescape and you cannot get a castle so unfortunately non-members cannot make one but jagex created a new skill for non-members so you can do the new skill if you are a non-member
I heard that the new map pack will be out in the spring of 2010, followed by another map pack sometime in late summer/early fall. Hope this helps!

The only way is to use the new toolbar or AeXTra's there isn't anyway to hack them and hacking is a bad way to cheat the game... since its tracked.
