its talking about rotom it says: something so peculiar should make off with the motor
it is talking about when rotom takes over an appliance which has a motor!
In other words go upstairs and go into the room opposite the door go to the room on the 2nd left and press a when at the TV it should say something about there is a Pokemon in the TV. thump it? Click yes and you have a battle with it it is level 20 so make sure your Pokemon are around that Lvl
