I go to netbattle gutsman v3 in wily's fortress(once you get that far). Gutsman is easy to beat, and you get 5 bugfrags for each counter strike against him: not hard, just time-consuming.

Go into the purple noise wave entrance in Echo Ridge. After that, go up-left and teensy bit and you'll find a merchant hertz and a noism. The noism sells battle cards and abilities for noise frags. I suggest you save up, though. He also sells the giga class card MuBarrier for 50 or so frags.

When you get to Nebula Area, all the areas (Area 1 to 6), you have find viruses at has a green mystery data in the battle field. So delete all the viruses and the chance of getting that chip is around 25% because all you get is 3000 Zennys, 3 Bug Frags, or Full Custom *. So good luck, it's not really hard to get that chip. ;)
