that's not how it works. latias is one of thosesuper annoying Pokemon that you have to chase. also, if you try to get clever and look it up an the Area section of the pokedex then itll move as soon as uou get there. you should walk around the whole game with a Sudowoodo/ whatever with Block so it cant run. make sure its holding a Quick Claw, if u have one, and then switch to a pinsir/ whatever with false swipe. buy balls!!! and don't skimp!!!
