No. Unfortunately, you cannot. I have been wondering the same thing for a very long time now (ever since I bought the game) and after much research, and after completing the game myself, I know that having children is impossible on the Sims 2 DS. What I did to get around this, was to book in people who could possibly be kids into my hotel, and look after them like they would be your children. For example, I chose Ava Cadavra, because she is small like a child, so I booked her into the small guest room, and whenever she has an problems, I go straight to her, to sort them out ASAP, like a child of my own. I chose a girl because if you choose someone of the same gender as you then you don't have the awkward "romance" option with your potential child.

No. The main goal in Sims 2 for DS is to maintain a hotel, but you can add furniture to the hotel rooms.
