Really this is a matter of opinion, Chimchar tends to grow up to be rather powerful, he bosts strong fire and fighting type moves such as close combat and mach punch. My friend is running an infernape who has wiped my other friends entire party multiple times! However, don't count out Piplup, it is said that this Pokemon carries a lot of potential, it is a little difficult to maximize piplup's effectiveness in battle, but once you figure out how he tends to wipe entire parties also. Now unlike chimchar who is quick to defeat enemies bosting a nice speed, Turtwig moves at a slower pace. Once he gets set up, he will eventually begin eating through enemies aswell. Turtwig prides off of its defence and is a tank that can absorb attacks while sucking life right from the enemy. He has the ability to ware down opponents while using abilities such as leech seed and giga drain to get back hp, also once he learns earthquake later on he can pack a nasty punch of his own. So ultimately it's up to you, a chimchar that gets powerful fast, a turtwig with a great vitality, or a piplup with technical moves that can produce awesome move sets.
