You have to get a poketch and then go defeat the gym leader in Oreburgh City. Your friend will say he isn't there. The gym leader can be found in the Oreburgh Mines. Then go back to Jubilife and head for Floaroma town. Defeat the two Team Galactic members. You'll get the Fashion case and the clown will move. This also works for Pokemon Diamond.
