But in the movie, there is another Mew that rises up from the bottom of the ocean, meaning that there is more than just one Mew.

none of this is true.... first go to pewter city. than walk to the pewter gym and take to everyone in there 10 times. this might be a pain but you can catch mew at lvl 50 with 100% chance of cacthing it after you do all this. now after you do all this go to the Pokemon center and release one Pokemon at lvl 30 or above, also the more Pokemon you release that are higher than the one before you will meet more legendaires.now go outside and head to the fat guy next to the Pokemon center.now fly to cerulean cave. go to the place where you meet mewtwo[mewtwo can not be there].you must beat every Pokemon you meet in one hit.there really rare but keep trying.
