In Pokémon SoulSilver, you'll need to get the Kanto expansion in order to get the PokéFlute so you'll have to talk to the manager at the Power Plant in Kanto, head to the Cerulean Gym and you'll see a Team Rocket Grunt rushing out of the Gym. Head towards the Nugget Bridge and defeat the Team Rocket grunt in a battle. Head back to the Gym and go in and then go to the left side of the pool. Near the top left of the pool you'll see 2 sets of life rings. Interact with the rings on the right side and you'll get a Machine Part. Take the Machine Part back to the Manager in the Power Plant and then go to the Radio Tower in Lavendar Town and talk to a guy there and he'll upgrade your Radio Card allowing you to gain access to Kanto radio stations which includes the PokéFlute music.
the pokeflute is on the pokegear, it is at the top middle of the radio... (but only when you are in Kanto.)... and if you are wondering how to get into digglet's cave... after you have tuned into pokeflute channel, you go upto the big sleeping Pokemon and you press 'a' then it will wake up the big Pokemon in your way to get through.!
