There is no evolution stone item that allows the evolution of Eevee into Glaceon into Pokémon Pearl however there is a rock that is called the Ice Rock and you can find it in Route 217 which is in the Sinnoh region and is near Snowpoint City.

i would say either a fire (magmar) or a high level rock like a Golem
