You can only find one of the Three Legendaries depending on which starter you choose unless you trade them of course.You can find them anywhere. Here's what starter Pokemon you need to catch a certain Legendary dog Pokemon.
Charamander= Suicune
Squirtle= Raikou
Bulbasaur=Entei
The first place you find Suicune is outside Cerulean Caves. Use surf and she'll pop out. Suicune is at lvl 50. The first place you find Raikou is at the Power Plant where you find Zapdos. Run around and he'll appear. Raikou is at lvl 50. The first place you find Entei is at Mount Ember on 1 Island. Run in the patches of grass and Entei will battle you. Entei is also at lvl 50. I hope you can catch them.
It matters in what begginer Pokemon you choose. If you choose squartile, you'll find Rikou. If you choose Charamander, you'll find Suicune. If you choose Bulbasour, you'll find Entie.

I'm not sure about caves. P.s. If you trading with other players and get all three starters then you can catch al three of the legendary dogs!!!!!!!
