The Poke Flute can be obtained from Mr. Fuji, a kind old man who lives in Lavender Town. To meet Mr Fuji and obtain the Poke Flute from him, you must climb to the top of Pokemon Tower (in Lavender Town) and thwart Team Rocket. When you are back in his house, he thanks you and hands over the flute.
