You can teach Egg Moves to a Pokémon via breeding. You will need a female Pokémon and then you will need a compatible male Pokémon with the respective Egg Move and then you can put the 2 into the Daycare and the Pokémon Egg will result into an offspring of the female Parent with the male's move. You can use a male Roselia that knows Grasswhistle, putting the 2 of them into the Daycare together will create a Bulbasaur Pokémon Egg that will result in a Bulbasaur that knows Grasswhistle which is 1 of Bulbasaur's Egg Moves. Heres a good way, find a male cherrim and a female pikachu, have the pikachu hold a lightball (you can find pikachu randomly holding it in the wild) and leave them in the daycare, an egg will eventually appear in the daycare, and the egg will have a pichu that knows volt tackle!

No, you cannot get a Bidoof by breeding a male Bidoof and a female Pikachu together. You would get a Pichu which is the pre-evolved form of Pikachu because the female determines what the resulting Egg is. In order for a male Bidoof to breed a Bidoof Egg, it would require the male Bidoof and a Ditto to be placed in the Daycare because Ditto can act as either the male or the female for breeding purposes.

My answer is based on actual experience: I put a (female)roselia and (male)shroomish in the daycare on ruby, and they had an egg (it hatched as a roselia). However, I put a (female)pikachu and (male)minun in the daycare on emerald, and they didn't have an egg. Hope this helps a little. Sorry for not having a direct answer ;)
Put a male and female mightyena in the daycare. Then, after a while you'll get an egg. Keep it in your paty and it'll hatch after a while. Breeding hint, ditto can breed with a male or female pokemon. It happened with my infernape, typhlosion and emboar.
