There arent many wild fighting pokemon in emerald, you could get a torchic( starter ) and evolve it into a blaziken which is fire/fighting type. Or get a shroomish and evolve it into a breloom which is grass/fighting type. Hariyama is an all fighting type and has good stats but it naturally doesnt know any good fighting moves so you would have to teach it to them. Hope this helps!

If you chose a torchic as your starter, use blaziken to help beat it with fire type moves. Or if you have swanpert, teach it earthquake with or without tm. If you chose treecko, then go catch a numel on the fiery path or surrounding areas and evolve it to camerupt. Teach it fireblast or earthquake (or other strong fire- ground moves) and that will work.

On island 2. There is a waterfall. Go up it and you will see a house. Go inside it and a woman will teach you blast burn if your starter Pokemon was charizard, hydro cannon if your starter Pokemon was blastoise, and frenzy plant if your starter Pokemon was venasaur.
Then that Pokemon cannot learn it. Only starter Pokemon can learn the ultimate move. No other Pokemon can learn them.
