Once you get it from the mystery gift thing in the main menu, you go to the Pokemon Center in Nibasa City. Once you walk in, you'll see a post office guy and you talk to him. He will give you the liberty pass. Then you go to a Dock in Nimbasa City and he will drive you to Liberty Garden. You will have to fight a few tem plasma members but no biggy. Then you go into the basement and there is Victini. Hes only level 15 so be careful. Also, don't worry if you kill him, You just walk out, then back in and he'll be there again. Hope this helped :o)
