You must be able to assemble all five pieces of Exodia in your Hand to be able to declare an Automatic Victory. If at any point of the game you are able to retrieve all five pieces in your Hand, the game stops, and you are declared the victor. Remaining links on the current will not resolve, however the win cannot be declared until the current link resolves fully, ie, if you drew the last pieces through 'Graceful Charity', you could not declare the win until after you discard two cards to complete its resolution, meaning you may not be able to declare it at all.
In answer to your question, you will win only if you have the other four pieces in your Hand when you get the last piece.
Also concerning drawing your last card - you do not lose when you draw your last card, you lose if you are forced to draw when you have no cards left. So if you draw your last card, and it's the last piece of The Forbidden One, then you are able to declare the win just fine.
