I have heard rumors that you can fix the internal battery on your Pokemon Ruby and Sapphire by plugging it into the gamecube and charging the battery up is this true?

Yes, it's sometimes possible to revive the battery in this way, doesn't have to use a Gamecube either, just leaving the cartridge in a GBA while it charges from the mains charger should do.
But the fix is not certain, and you might have to replace the battery.
