It all depends on the game and their copyrighted rules, if it's free, just send a link to the site, address of a store or whatever place you got it from. If the game requires some kind of a payment and you make a copy of it then you and your friend can get in trouble for it, that is if you get caught. Just use your brain and think it over before you do anything.. stay safe and out of trouble that can be easily be avoided, that is my best advice. :)
PS. There are many ways you can do this, here are just a few. You can burn it on a CD/DVD or put it on a flash drive, use MSN Messenger and give/send it to him/her.

If it is a commercial game that your friend has purchased, or been given as a gift having been purchased by someone else, then they will have agreed to some conditions when they installed it. One such condition is that the game is for their use on their computer only. Both your friend (in giving something that was not theirs to give) and you (in receiving) would be guilty for sharing such a game between yourselves. If it is a free public domain/open source game then any conditions attached to the game often require you to freely share the game with your friends.

You cannot send games to other through Steam other than through the gift system. Once a game is linked to an account, it stays there. The only way you could let your friend play the game is by giving him your account.
