You can get banned for using a lag switch. I reccomend playing the game clean, anyone can cheat.

Some T.V.s have audio lag, most of the time you can adjust this.

I do believe that it is the game because it lags on all systems.
Get data install on the game and it should help out the lag a bit. If not, check your umd (if its pirated, youre a terrible person and theres nothing we can do about that) and/or your disc reader. If they are dirty, clean them up. That should fix up some lag as well.

Well, if you are playing on the lowest setting, you can disable fog from the settings. That helped my computer a lot.
It isn't the game that is lagging, it must be something wrong with your internet connection. Try sorting that out instead.

set your screen resolution to the lowest settings, in-game. Or you could try setting the screen options to "Window". Which allows you to play the game in a window, instead of a laggy fps fullscreen.
