Victor Reznov is not real. in the videogame, he was a man who died at Vorkura. after escaping prison, he was dead. he was captured by the enemy after sacrificing himself for you. all through the game, you see him. he is a hallucination after the prison escape.

Also, in a hidden code throughout the game, there is a message that says, "Reznov is dead." and then continues, "or is he. No body was found. He is not who he says he is." The code is found by taking the level's number and the first letter of the code given at the beginning of the mission and getting rid of the x's in the designate (ex: XRAY) to get Reznov is dead. You can then use an alpha-numeric cypher ex: 1=a, 2=b) to get the rest. Additionally, if you check Jason Hudson's e-mail on the computer, you will see messages from a man that have many references to Reznov (ex: The first step is...). It is likely that he will either appear in another game or be featured as a Nazi Zombies character.
