The second evolution is slow and gradual, and very much unlike the first one. There is no cocoon phaze this time.
I'm not sure when exactly it starts, but as you keep improving some stat of the chao, you will gradually start to notice a difference. I think it was around age 2-3, but it's been a long time since I played it.
I had difficulties telling when the evolution was over tho, as I started noticing the chao changing but it didn't change as much as I had expected, and it stopped changing even though I kept improving it's stats. Either the evolution is over quick, or then it varies, or something.
