it took me a few tries, so i hope this helps you. first, wait underneath the third level guard until he walks back and forth. jump up onto the third level and then jump onto the edge of the TV set. wait there for a few seconds then jump up and over the guard. ( he's walking towards you) then you walk over to the couch... jump onto it and go into the door. ( you have the keycard)

You can get there at West Beach( second island) or at pier beach ( first island). you unlock this island by fixing the thing at the temple( i forgot what its called but you need logic, and body and mechanical).
