As Vegito, they only merge once, when they are fighting Super Buu (Gohan). As Gogeta, which is non-cannon, they merge twice. In Fusion Reborn fighting Jambena, or however you spell it, and around the last episode of GT fighting Omega Shenron. I'm 99% sure that Gogeta is only twice though. I don't watch the movies alot.

I am pretty sure that Goku's power level is higher, as he defeated Vegeta in the beginning, was the first to become Super Saiyan, the first to become Super Saiyan 3, the first to become Golden Oozaru, the first to become Super Saiyan 4, you catch my drift. I would call it a tie because if gotenks can fly that many times as a regular then in ss3 that would be a piece of cake. That was faster than regular vegeta or goku could do it . So ss3 gotenks gets a one up boost to be as fast as ss4s. And vegeta and goku are same level super saiyan so they have all of the same stats.So I would call it a three way tie.
