(NOTE: To get in the Desert you need Go-Goggles, so the sand doesn't bother your eyes.). You need an Acro Bike from Mauville City in order for this to work. Those are GREAT answers, but, if you're using Pokemon Ruby or Sapphire, I suggest you put your desired Pokemon in the Daycare Center, and goto Route 111, and go into the desert. There will be a mudslide in the top left-hand area, you keep attempting to get up it (it'll never work), so find a way to keep the up arrow going, and keep it there. I suggest you plug it in to a charger, if you want this to work for a while. This is preferred for when you are going to bed, plug it in, put some duck-tape or something over the arrow, leave it, press the light off button, so it doesn't disturb anyone at night. And goto bed. Oh, and here's another thing, you will not get attacked by monsters for the desert area. When you wake up, your Pokemon will hopefully be leveled up. Have fun playing Pokemon!
I would say that the person below me is 100% correct! If you drop off your Pokemon in solaceon town, step out of the daycare, take nine steps to the right, and go either up or down on your bike. At each end you'll run into a tree. That means turn around. Keep doing that, and watch your step counter. When you've calculated enough steps, go back and take your Pokemon back. It should be leveled up much faster than if you were walking everywhere, and the best part is you never need to leave the Town except in route 209 and 210! Hope this helps! =]
Before you deposit your Pokemon into day care, take a note of how many experience points are needed for it to level up. You can find this on the first page of your Pokemon's summary. Once you know this, deposit your Pokemon into the day care. Now, whatever number of experience points are needed to level up that Pokemon, take that number of steps.
Ultimately, one step equals one experience point for that Pokemon (or both Pokemon, depending on the version). It takes a while for the Pokemon to level up, especially since the number of experience points needed increases with each gained level.
