Well, because you can't have a sudowoodo egg but can have a bonsly (What evolves into sudowoodo) egg, it does not take that many but I am not sure what the amount of steps are needed anyways. But, if you were to hack an egg to hatch a sudowoodo, that egg would take about 5,120 steps to hatch. This may sound confusing, but even though you can't make a legendary pokemon egg, the creators of the game still made a specific amount of steps needed for an egg even if the pokemon was legendary. That means, if you were to hack a legendary pokemon to breed and make an egg, there is an amount of steps that was put in by one of the makers of the game to that egg.
