Zoo3891 says, You don't really understand whats going on... SURSKIT is not the only Pokemon that appears in a newsflash there are others, like ralts, seedot, chimecho. And the newsflash only happens once a week. But the news can happen on any TV in hoen
Seedot is a rare Pokemon that normally can't be found unless there is an outbreak of them on certain route so how do you know when an outbreak occurs? Find a TV in a house and check it every day until Pokemon news airs wait until they tell you there is an outbreak of seedot on route whatever go there to catch seedot.
Solaceon Town, next to the PokeCenter.
If you saw the news on latios/latias that means you have already defeated the elite four and now you can catch the latis, you can still beat the elite four if you want but for fun catch the latis then destroy the elite four with them.
if by 'swarm' you mean a mass outbreak, then turn on your pokegear to the radio and go to the prof. oak and Mary's talk show. here they wil mention breaking news of an outbreak of a random hard to find Pokemon. the Pokemon will be random and be different every day.

You can get Dive Balls from the News Press guy in Solaceon Town for showing him a specific pokemon each day but they are rare. The easiest way is to transfer a pokemon from Ruby, Sapphire, or Emerald that is holding a Dive Ball via Pal Park.
Emerald was born
Well, now that you have beaten the Pokemon league in emerald, you may now talk to the guy at the weather station at he will tell you the where abouts of Kyorge and Groudon. Then once you have caught those two, you may then head to the sky pillar[ that is where you find Raquaza]
