Kill any monsters, and continue doing so for a long, long time. It is easier if the monsters are below your level, that way you don't waste as much time getting food. It also helps if you are not more than twice the monster's level; otherwise, most monsters will stop being aggresive.
It depends on the level. If it is 4 stars or under, then no. If it is 5-6 stars, then you need to tribute 1 monster. If it is 7-12 stars, you need to tribute 2 monsters. Many high level monsters cannot be tribute summoned though and will have their own summoning text.

It all depends, if you have tokens or other spells that let you sacrifice easy, go wild with your high level cards. on the other hand, if you don't have enough level four or lower cards, sincro summoning is going to be a pain. In a run of the mill deck, just go for low level monsters that have good specials. Or the simple answer is count up all the sacrifices needed for high level cards, put the correct amount, and then add a couple more.
Well, there is no "highest level" on Moshi Monsters, but to get a high level, go to puzzle palace every day and take the daily challenge, you should get a big load of experience from that.
