For the PS2 is is cheaper to replace a used PS2 with a different used PS2 than to spend money repairing it. Doing it yourself would still require parts purchases for a console whose trade in value is often less than $20

Software will not fix an unreadable disc because it is scratched. PS2 game Discs are not rewriteable and can not be changed so there would be nothing for the software to fix on the disc unless it was a bootleg copy
