You cannot end the contest. It is an ongoing contest that you cannot enter or stop. It is a design by the game.

You cannot get Mewtwo as a starter Pokemon. The only starter Pokemon available are Charmander, Squirtle, and Bulbasaur. There is no other way to get another starter Pokemon. Mewtwo can only be obtained at the end of the game.
How do you beat misty in soulsilver?
Once you fixed the Power Plant, go to the end of Route 25. Talk to Misty and she'll return to the gym. Then you can beat her. (She uses water Pokemon so I suggest you use grass or electric Pokemon.)
