If you're talking about Neighbours then they'll tend to come when your town lives up to the 'perfect town'.... then more perfect the more people (to a maximum).
If you were on about people as in other DS and Animal Crossing players then there are two options.
Come within Wireless range of the other person. One of you then needs to open your gate. Then the other needs to walk through theirs (talking to the dogs). Then they'll walk into the opened gate town.
The other way, is through the internet. This requires you to enter the details of your wireless box (and the same for the other person). Then setting up a friend code (talking to the dog). Trade friend codes and then the system is the same as before. Open the gate and the other person can visit.
