You have to catch a venonat or a butterfree
Actually, I find that the best way to win is to catch a scyther. You will win absolutely unless someone else caught one. If you cannot find one, you can go for a Pinsir, but they lose against a scyther.

The only place to catch a Scyther in Soul Silver is at the bug catching contest north of Goldenrod city. The contest is open on Tuesdays, Thursdays and Saturdays. With a Scyther you are most likely to win and then you get a Sun stone :)
