To unlock Resort area, first beat the Elite 4 and get the National dex. Catch the boat in Snowpoint to the Fight area and go east, making sure you have Surf. You will reach a fork in the road after the water. Go south.
If you want to get into the Ribbon Society, you need a pokemon with at least 9 ribbons. The ones when you win a contest are good, and so are the ones Julia gives you in Sunnyshore.
